The Where Winds Meet Drunk Martial Artist can be found in the southern part of Kaifeng. On your map locate the Southeast Camp teleportation point. Head northwest from there not too far along the main road. Stay on the path and keep an eye to your left as you approach a bridge, the boss can be found just before it. The boss area is quite open, making it hard to miss.
As an alternative option the game can guide you, there is an in-game tracking option. Open ‘Journal’ from the game’s menu, then swap to the Kaifeng section and select the World Boss category. From there, highlight the Drunk Martial Artist and track him from there (F on keyboard, Y or Triangle on controller).

The Drunk Martial Artist battle has two phases and is centered around heavy, delayed attacks. His movements are unsteady with a fighting style that makes predicting his moves difficult. He primarily attacks using an oversized gourd, swinging and throwing at both close and mid-range.
Drunk Martial Artist utilises a series of unique alcohol-based attacks. The boss frequently sprays liquor, which builds up an “Intoxication” status. When this meter fills, the player’s camera becomes blurred. Being Intoxicated itself is not threatening, but the visual disruption can easily lead to mistimed dodges or missed parries, especially for players sensitive to these disruptions.
